Task demand and workload fatigue
Task demand (or workload) describes how mentally and physically demanding work is during a duty. Fatigue management must consider demand alongside hours and timing — a moderate-length shift with high cognitive load, heat exposure, or limited breaks can produce greater fatigue than a longer but lighter duty.
What task demand means

- Physical demand — manual handling, sustained exertion, PPE, outdoor conditions
- Cognitive demand — complex decisions, diagnosis, multi-tasking, handovers
- Workload peaks — surges during outages, emergencies, or programme acceleration
- High-consequence decisions — where errors could cause serious harm
- Long tasks with limited breaks — continuous work without restorative pauses

Where task demand appears

Fatigue risk assessment should ask whether breaks are achievable at the workload planned — especially during peaks when staff skip rest to meet deadlines.
Model scores do not capture every real-world demand variable. Competent review and worker reporting remain important.
Interaction with timing and recovery
Section titled “Interaction with timing and recovery”High demand during circadian low — for example complex decisions at 03:00 — may warrant additional controls. Demanding duties followed by long travel can also compress recovery.
Planned vs actual review matters when workload routinely exceeds what was assessed.
Common misunderstanding

Hours, timing, and cumulative patterns matter — but so does what workers actually do during those hours. A roster that looks acceptable on paper may be unsustainable when task demand and break feasibility are considered.
