Early starts and fatigue

An early start is a shift beginning in the early-morning hours — often before workers would naturally wake. Early starts are common in construction, utilities, rail possessions, healthcare handovers, and depot operations.

They can contribute to fatigue because they intersect with circadian low, shorten sleep opportunity, and may combine with long commute or travel before duty begins.

This page explains planning considerations. It does not state that early starts are prohibited, specify universal cut-off times, or provide medical sleep advice.

Circadian alertness and the timing of work

Human alertness follows a roughly 24-hour rhythm. Early-morning hours are typically a period of lower circadian alertness for many people — overlapping with the tail end of the biological night.

HSE and shift work guidance recognise that when work occurs affects fatigue risk alongside duration and recovery. HSE RR446-based methods include a timing component in modelled fatigue estimates — reflecting time-of-day effects. See fatigue risk index (FRI) and model limitations.

Early starts are not inherently prohibited. They should be considered in roster design and fatigue risk assessment like other timing factors.

Early starts often reduce sleep opportunity:

  • Workers may go to bed earlier than their natural rhythm supports
  • Social and family routines may limit how early sleep begins
  • Alarm-driven wake times may cut sleep short even when bedtime was early

A worker on an early start may begin duty already carrying sleep debt from previous shifts — especially after late finishes, night work, or overtime.

Travel before duty adds wakefulness and can further compress rest:

  • Long drives in low-light conditions
  • Public transport with limited early services extending journey time
  • Total door-to-door time that begins hours before paid duty

Planners should consider whether the full journey burden — not only shift length on the roster — allows realistic sleep and safe travel.

A particularly demanding pattern is late finish followed by early start the next calendar day:

  • Creates a quick return with limited sleep window
  • May appear compliant on weekly hours while still fatiguing in practice
  • Common during programme peaks, cover shortages, or disruption

Review consecutive shifts and recovery and planned vs actual fatigue when this pattern recurs.

Fatigue risk increases when early starts sit in a block with:

  • Consecutive night shifts ending shortly before a day shift
  • Overtime extending the previous duty’s end time
  • Call-outs disrupting rest before the early start

The first day shift after a night block deserves explicit assessment — not assumption that “day” means recovered.

Cumulative effects across repeated early starts

Single early starts may be manageable for some roles; repeated early starts across a roster period can accumulate strain:

  • Chronic sleep restriction
  • Increased reliance on caffeine without recovery
  • Higher cumulative load when combined with long shifts or limited rest days

Compare roster options with modelled estimates where appropriate — and with worker fatigue reporting.

Planning controls organisations may consider

Proportionate controls might include:

  • Limiting blocks of consecutive early starts where operationally feasible
  • Scheduling lower-demand tasks at the start of early shifts where possible
  • Protecting rest days after early-start blocks
  • Avoiding late finishes before planned early starts
  • Considering travel time in roster design and cover arrangements
  • Documenting assessment and any elevated exposure accepted — see management accountability

Controls should be selected through competent review — not copied as universal rules.

Workers may report:

  • Difficulty sleeping before early shifts
  • Impaired concentration in the first hours of duty
  • Unsafe driving home after combined long days

Worker fatigue reporting should feed into roster review alongside hours data and model outputs.

Compare planned early-start times with actual start and finish times when overtime, call-outs, or travel change the picture.

Early starts and night shifts share circadian challenges but differ in sleep and recovery patterns:

Both should be addressed in roster design principles.
