Night workers and fatigue risk

Night work is a significant fatigue risk factor. It places duties across the body’s natural sleep period, compresses sleep opportunity, and can disrupt the circadian rhythm.

This page explains night-worker fatigue risk in plain English. It is not legal advice, not clinical advice, and does not say all night work is unsafe.

Human alertness follows a daily rhythm. During the biological night, the body is primed for sleep and alertness tends to fall — particularly in the early hours.

Night duties therefore often carry higher modelled fatigue exposure than day duties of similar length. See night shift fatigue and timing and circadian effects in fatigue models.

Night work is a foreseeable risk in many shift-based operations. Where it is necessary, it should be assessed and managed — not assumed to be equivalent to day work.

Night work affects fatigue through two linked mechanisms:

  • Circadian disruption — working when the body expects sleep
  • Reduced sleep opportunity — trying to sleep during the day when light, noise, and social demands interfere

HSE shift work guidance discusses these effects when assessing shift work risks. HSE RR446 modelling also reflects time-of-day effects, though model outputs are population-level estimates and individual factors vary.

Permanent night workers may adapt to some degree, but adaptation is not uniform. RR446 noted that suitability of fatigue index methods for permanent night workers depends on the degree of adaptation — a reminder that individual circumstances differ.

Working-time night-work concepts are not the same as fatigue model outputs

The Working Time Regulations 1998 include provisions relating to night work — for example regulation 6 on the length of night work, and regulation 22 on shift workers.

These are legal working-time concepts with their own scope, definitions, and exemptions. They are not the same as:

  • A Fatigue Index or Risk Index from a biomathematical model
  • An organisational policy threshold on model outputs
  • A conclusion that a specific worker is fit for a given duty

Working time compliance is not the same as fatigue risk management. Night work may meet applicable working-time provisions while still carrying elevated fatigue exposure that should be assessed and controlled.

WTR regulation 6 refers to employers ensuring that night workers have the opportunity of a health assessment, and that transfer to day work is available in certain circumstances where a worker has health problems related to night work.

How night work should feed into risk assessment and roster review

Night work should be explicitly considered in fatigue risk assessment and roster design:

  • Identify which duties and sequences involve night work
  • Consider recovery before and after night blocks — including travel
  • Consult workers on how tiring night patterns feel in practice
  • Use model outputs as decision-support where appropriate — see limitations of fatigue models
  • Maintain reporting routes so workers can raise concerns — see worker fatigue reporting
  • Reassess when actual hours or assignments differ from plan — see planned vs actual fatigue

Night work is often necessary in operational industries. The aim is to manage the added exposure proportionately, not to treat all night duties as equivalent to day work.
