Workload, breaks and fatigue models
Timing and cumulative load are not the whole story. What people actually do during a shift — and whether they get real breaks — also affects fatigue. This page explains how workload, job demand and breaks feed into fatigue models and wider fatigue risk assessment.

The job and breaks component
Section titled “The job and breaks component”HSE RR446 includes a job type / breaks component alongside timing and cumulative factors. In broad terms it reflects that the demands of the work, and the recovery available within a shift, influence how tiring a duty is likely to be.
Models differ in how much detail they capture here, and many real-world assessments under-specify these fields — so competent review should check whether the assumed workload and breaks match the actual task.
Workload intensity and vigilance
Section titled “Workload intensity and vigilance”Two duties of the same length and timing can differ in fatigue if one is far more demanding. Relevant factors include:
- Vigilance demands — sustained monitoring or attention with little variation can be especially fatiguing
- Cognitive demand — complex decision-making, high information load, or time pressure
- Physical demand — heavy or repetitive physical work
- Monotony — machine-paced or low-stimulation tasks can also reduce alertness
These influence how a shift is experienced and, where a model supports them, can raise the modelled estimate.
Breaks and recovery opportunity
Section titled “Breaks and recovery opportunity”Breaks provide within-shift recovery. Their value depends on quality and timing, not just whether one is scheduled:
- A genuine, uninterrupted break offers more recovery than one taken while remaining on call
- Breaks spaced sensibly through a long duty tend to help more than one long break at an unhelpful time
- Missed or disrupted breaks — common during busy periods, outages or callouts — reduce the recovery a plan assumed

Why breaks are not a simple guarantee
Section titled “Why breaks are not a simple guarantee”It is a mistake to assume that because breaks are scheduled, a roster is safe. Breaks do not make a roster safe on their own, because:
- They do not remove the effect of working at the circadian low or after cumulative load
- Planned breaks are often missed or shortened in practice
- Individual factors vary — a break helps different people to different degrees
Breaks can support review and reduce risk, but they should be interpreted with competent judgement alongside timing and cumulative exposure — not treated as a standalone fix.
Long shifts with limited recovery
Section titled “Long shifts with limited recovery”Long duties with few or disrupted breaks combine two pressures: extended time on task and limited within-shift recovery. Where these coincide with demanding work or unfavourable timing, modelled exposure and real fatigue can both rise. This is a pattern worth flagging in fatigue records and audit.
A note on rest-break law
Section titled “A note on rest-break law”Separate from fatigue modelling, workers may have rest-break entitlements. In Great Britain, the Working Time Regulations 1998 (see regulation 12) provide for a rest break where daily working time exceeds a set threshold, subject to conditions and exceptions.
This is a narrow legal reference only: meeting a minimum rest-break entitlement is not the same as managing fatigue, and this site does not give universal legal break advice. Specific entitlements and exceptions should be checked with a competent adviser.
How to consider workload and breaks together
Section titled “How to consider workload and breaks together”- Ask whether the task during the shift matches the workload assumptions in any model output
- Treat missed breaks as a reason to reassess, not a paperwork detail
- Combine workload and break considerations with timing and cumulative exposure, and with worker feedback
