Safety-critical work and fatigue
Safety-critical work is work where reduced alertness, slower reactions, or impaired judgement could directly contribute to serious harm. Fatigue management is often more structured in safety-critical environments — but rules, standards, and organisational policies vary by sector and contract.
What safety-critical work means

Safety-critical work typically depends on:
- Alertness — noticing hazards, signals, or changes in condition
- Judgement — proportionate decisions under pressure
- Reaction time — responding to unexpected events
- Communication — clear handovers and coordination
Fatigue can affect all of these. HSE treats fatigue as a recognised health and safety hazard across sectors.
Examples across sectors

These roles share fatigue drivers — nights, travel, overtime, vigilance — but governance expectations differ. ORR guidance applies to rail industry fatigue management; it is not universal UK law for all employers.
Why controls may be more structured

- Documented fatigue risk management systems (FRMS)
- Formal fatigue risk assessment before roster changes
- Roster scoring tools such as FRI methods — as decision-support, not proof of safety
- Reporting culture and management accountability
ORR’s managing rail staff fatigue guidance describes a Plan-Do-Check-Act approach for rail — concepts may inform other sectors but contractual rail rules apply only to relevant work.
What this page does not claim

- That any roster scoring method is regulator-approved
- That compliance with hours rules alone ensures adequate fatigue control
- Medical or occupational health conclusions about individual fitness for duty
Sector-specific requirements vary. Client contracts may add expectations beyond general health and safety law.
Common misunderstanding

Rail contractual fatigue governance, highways supply chain requirements, and NHS arrangements are scoped to relevant work. General educational principles — assessment, roster design, reporting, review — transfer cautiously; numeric thresholds and procedures do not.
