Infrastructure and field operations fatigue

Infrastructure and field operations cover work that happens at physical locations away from a fixed office — construction sites, highways maintenance, utilities networks, rail possessions, plant and equipment servicing, and reactive call-outs.

These roles often share fatigue drivers that office-based guidance may not address: significant travel, changing sites, early mobilisation, limited welfare facilities, weather exposure, and work that overruns the planned shift.

Examples of mobile and site-based operational workforces include:

HSE shift work guidance notes that accident and injury incidence has been found to be higher on night shifts, after successive shifts, when shifts are long, and when breaks are inadequate. These factors are common in field operations.

Maintenance, outages and possession-style work

Planned maintenance often concentrates work into fixed windows — plant shutdowns, network outages, rail possessions, or utility isolation periods. HSL workshop material on maintenance task fatigue describes typical patterns:

  • Work scheduled in a fixed timeframe with pressure to complete before equipment returns to service
  • Night shifts when demand for equipment is low — extended blocks of night work are common
  • Emergent issues discovered during planned work — extending the window beyond what was rostered
  • Mix of routine procedural tasks and diagnostic problem-solving under time pressure
  • Environmental conditions that may not be optimal — heat, noise, confined spaces, poor lighting

Fatigue risk in maintenance is not only about hours on the timesheet. It includes whether workers can sustain vigilance through monotonous and demanding tasks, whether breaks are achievable during the outage, and whether overrun becomes routine without review.

Highways maintenance and improvement work shares many field-operation fatigue drivers: night closures, weekend blockades, exposure to traffic management, weather, and dispersed crews.

Industry safety material from the Highways Safety Hub (Raising the Bar 22 — Fatigue Management) describes fatigue as a decline in mental and/or physical performance from prolonged exertion, sleep loss, and circadian disruption — with slower reactions, reduced information processing, and underestimation of risk among common effects.

That material is written for National Highways supply chain partners on relevant contracts. It is not universal UK law and does not apply to all employers. Themes that may inform wider planning include:

  • Considering fatigue in work design and planning — patterns, overtime, on-call work, rest breaks, and investigation after incidents
  • Work environment factors — physical demand, repetitive tasks, and environmental stress
  • Individual factors such as commute burden and night working — assessed in context
  • Recording planned vs actual hours when operations diverge from the plan
  • Fatigue awareness training so workers can recognise signs in themselves and others

Field workers often experience fatigue from the whole journey, not only hours on site:

  • Outward travel before work begins
  • Duty at the operational location
  • Return travel — sometimes driving after a long or night shift

Door-to-door time (travel out + duty + travel back) is a useful planning concept for assessing total exposure. See:

These concepts may inform planning for other mobile workforces but ORR travel appendices are rail industry guidance, not general UK law for all employers.

Early starts, nights, and consecutive work

Field operations frequently combine demanding timing:

  • Early site starts with long outward journeys
  • Night possessions, outages, or emergency work
  • Consecutive long days during programme peaks — see consecutive shifts and recovery
  • Quick returns between assignments with limited sleep opportunity

Roster design principles should reflect realistic travel and recovery — not only nominal duty hours on a timesheet.

Planned rosters often diverge from reality in field work:

  • Jobs overrun due to access, weather, or materials
  • Emergency call-outs interrupt rest days
  • Cover shifts extend blocks of consecutive work
  • Travel takes longer than assumed

Indicators that review may be warranted:

  • Chronic late finishes on the same crew or role
  • Frequent call-outs during planned rest
  • Travel consistently exceeding planning assumptions
  • Credible worker reports of unsustainable patterns

Field teams may have:

  • Limited shelter, seating, or catering on site
  • Toilets and rest areas far from the workface
  • Breaks taken in vehicles or skipped during pressure
  • Accommodation away from home on multi-day jobs

HSG256 emphasises that inadequate breaks contribute to fatigue risk. Highways industry safety programmes similarly treat worker welfare as part of broader safety management — rest facilities affect whether breaks are real recovery.

Outdoor and physical work adds fatigue independent of hours alone:

  • Heat and dehydration in summer
  • Cold, wind, and poor light in winter
  • Heavy manual handling and sustained exertion
  • Vigilance tasks (traffic management, live plant, isolation work)

Office-oriented fatigue guidance often focuses on screen work, meeting schedules, and predictable hours. Field operations additionally need to consider:

  • Whether workers are fit to travel safely after duty — especially when driving
  • Whether total elapsed time (door-to-door) allows realistic sleep
  • Whether welfare and breaks exist on site
  • Whether subcontractor chains obscure who governs hours and rest
  • Whether disruption and overrun are routine without review

When field work overruns, call-outs recur, or travel consistently exceeds assumptions, organisations may benefit from structured review:

Organisations may consider:

  1. Include travel and door-to-door burden in fatigue risk assessment
  2. Plan realistic mobilisation times — not only on-site duty length
  3. Review consecutive long days and night blocks before programme peaks
  4. Compare planned vs actual hours, travel, and overruns periodically
  5. Ensure breaks and welfare are practical on remote or changing sites
  6. Consult workers on whether patterns feel sustainable
  7. Reassess when contracts, sites, or travel assumptions change materially
