Human factors and fatigue
Human factors is the study of how people interact with tasks, equipment, organisations, and their environment. In fatigue management, this framing matters because tiredness is rarely solved by telling individuals to try harder — it is shaped by how work is designed and governed.
What human factors means
Section titled “What human factors means”Human factors specialists examine why errors and performance lapses happen in real workplaces. Fatigue is one of several human factors that can affect:
- Attention and vigilance
- Reaction time and coordination
- Memory, communication, and decision-making
- Risk perception and rule-following
HSE describes fatigue as a decline in mental and/or physical performance resulting from prolonged exertion, lack of quality sleep, or disruption to the internal body clock. HSG48 (Reducing error and influencing behaviour) places fatigue alongside workload, environment, and organisational culture as influences on human reliability.
Why fatigue is a work-system issue
Section titled “Why fatigue is a work-system issue”A common misunderstanding is that fatigue is mainly a personal lifestyle problem. Organisational human factors approaches treat it as part of work-system design:

When rosters compress sleep opportunity, breaks are skipped under pressure, or supervisors cannot escalate concerns, fatigue risk rises — regardless of individual resilience.
Where this appears in shift and site work

- Control rooms and monitoring — sustained attention when circadian alertness is low
- Maintenance outages — time pressure, night work, and emergent tasks
- Healthcare handovers — cognitive load at shift transitions
- Construction programme peaks — long days, travel, and welfare limits on site
These are not identical problems, but they share a pattern: fatigue emerges from the interaction between the person and the system they work in.

- Roster design is a primary control lever

- Welfare and rest facilities affect whether breaks are achievable in practice
HSG256 recommends a planned, systematic approach to shift work risk assessment — consistent with human factors practice.
Common misunderstanding
Section titled “Common misunderstanding”“Fatigue is the worker’s responsibility to manage off duty.”
Off-duty sleep matters, but employers still have duties to manage foreseeable fatigue risk from how work is organised. Shift timing, overtime patterns, travel burden, and break culture are organisational design choices that can support or undermine recovery.
