Fatigue risk management is not just hours

A common misconception is that fatigue management means keeping within hours limits. Hours matter — but fatigue risk management is broader.

This page explains what else organisations may need to consider when fatigue is a foreseeable risk. It is not legal advice and does not dismiss working-time compliance.

Where the Working Time Regulations apply, employers may need to consider rest periods, breaks, and night-work provisions alongside general health and safety duties.

The demands of the task during a shift matter. Sustained vigilance, physical work, time pressure, and missed breaks can increase fatigue even on a “compliant” roster.

Fatigue can build across a sequence of duties when recovery between them is limited. A single shift assessed in isolation misses this.

Actual overruns and operational disruption

Planned rosters often differ from reality — overtime, overruns, call-outs, and shift swaps can increase exposure beyond what a plan assumed.

Time and burden travelling to and from work can add to overall fatigue, even when travel is not paid working time. Whether travel is in scope for assessment depends on organisational policy and methodology.

Workers and supervisors often observe fatigue that roster data and models miss. Credible reporting routes are an essential control — not an optional extra.

Defensible fatigue management records what was assessed, who reviewed it, what was decided, and what controls apply. This supports learning and accountability.

Tools based on HSE RR446 and similar research can help compare roster options and highlight demanding sequences. Outputs are modelled estimates of relative exposure — decision-support, not verdicts.

Ultimately, fatigue risk management requires competent review — combining assessment, worker input, operational knowledge, and proportionate controls within a fatigue risk management system (FRMS) or equivalent arrangements.

A proportionate fatigue risk assessment and sound roster design should consider these factors together — not hours alone.
